The powers assigned to this year, month, day, and hour, the forces of mountains, rivers, streams, and valleys, twenty-four lords, twelve hundred officials, and ninety million mounted troops are summoned. Each is commanded to take a clearly appointed place before and behind, to left and right.

The opening is a Sino-Japanese summons that the historical annotation directs the officiant to read by sound. The exact identities behind several titles and numbers remain debated.
The kami of heaven and earth, revered and served within the great palace by the ritual official of the Department of Divinities, are asked to remain peaceful and calm.
Includes interpretation
Pestilential spirits concealed in settlements are assigned a dwelling a thousand leagues beyond the realm’s four borders—past Mutsu in the east, distant Chika in the west, Tosa in the south, and Sado in the north. They are given treasures of five colors and foods of sea and mountain and ordered to depart at once. If they remain with hostile intent, they are warned that the lords of the Great Na and Small Na will pursue and punish them with their weapons.
