Before the Emperor who rules the Great Eight-Island Land as a manifest kami, the heavenly words of blessing are proclaimed. The ancestral kami assembled the countless kami and entrusted the Sovereign Grandchild with peaceful rule of Toyoashihara no Mizuho no Kuni, the heavenly throne of succession, and the rice of the sacred court as food to endure through countless harvests.

Ame no Koyane no Mikoto sent Ame no Oshikumone no Kami to the heavenly heights to learn how water for the Sovereign Grandchild’s food should be prepared. The answer was that heavenly water should be added to earthly water. A heavenly jeweled comb was to be set upright while the solemn heavenly words were proclaimed through the night; bamboo and the eight heavenly wells would then arise, and their water would be received as heavenly water.

Diviners of four provinces perform the great divination over the rice of the sacred court, appointing Yasu in Ōmi as Yuki and Hikami in Tamba as Suki. The many hereditary attendants gather in purification at the Daijō ceremonial ground and perform their offices around the middle Day of the Hare in the eleventh month, with the precise day and hour ritually chosen.
